Problem/Bug with fade to color

Ok here's my problem.
I have a Broadcast Colors plugin on the Video Output FX that is set so my blacks are at 7.5 IRE.

Whenever I fade to color on the master video bus track or any other track, if there is no media underneath my blacks will fall to 0. the workaround is to put a black solid color as a bottom tracks and not use the master bus track to fade.

Is this normal ?

Yes,
whenever Vegas sees that there is no media as opposed to real black no FX will be applied. Found this out the hard way myself.
Is it a bug, guess it depends on how you view it. Vegas isn't quite the same as a traditional video editor, this means it isn't constrained in the same way as they are but it does mean you need to be aware of some of the side effects of breaking with that tradition.

Well, I totally understand there is no effect applied when no media is present, this is totally logical.

What I don't understand is that no fx is applied when you use a fade to color enveloppe. As the enveloppe name says, it should fade to color, if you set the color to black then this should be considered as some data and fx should be applied on it.... Does that make sense ?
