Problem Capturing Pal60

I'm capturing from a UK VCR playing an NTSC tape, which I believe means it's outputing as Pal60? This is the input I have selected and the preview is fine, but when I play back my capture I'm getting a strange stuttering, where every few frames it jumps back a couple of frames. It doesn't happen when I capture from a pure Pal tape. Any ideas?

One of the big differences between PAL and NTSC is that PAL is 25 frames per second and NTSC is 29.97. The preview may look fine, but the capture program may be getting confused trying to figure out where to stuff in those extra 4.97 frames each second.
