The audio is being timestretched. When you stretch it too much you'll get artifacts and other odd things that sound like echoes. Generally if it's stretched more than 10% or so it will start sounding very strange.

If you right-mouse-button click on the audio event, choose properties, and select "Change pitch and length", it will be more like slowing down a tape recorder instead of being stretched. You may like this option better.
