Problem with recording voice over on audio track

After setting up the recording track (following your excellent tutorial) and coming to the point where I have to click on "arm to record" the second time the words are this time around ghosted while "INPUT" is nowhere to be seen and the only way to show arm to record and see INPUT listed too, is to shutdown Vegas. This will take me over 15 minutes each time. I have an animator friend living nearby who had already figured this out in V18 or maybe even earlier, otherwise I would have never guessed. I'm on V-19 PRO EDIT (build 381).

Is this a known bug or can someone tell me what I might be doing wrong, which I can't even try to guess because I am following the tutorial to the T.

EDIT: That was yesterday. Today upon RESTARTING (instead of closing down completely) I get this text: FIXING (C) Stage 2:Total 65% (followed by large numbers) ETA:(followed by time.) which might not even have anything to do with Vegas.

After all that, Arm to record remains ghosted.

I'm not sure what tutorial you're referring to, but the first things that come to mind are:

1/ In the Options/Preferences/Audio Device (tab) in Vegas Pro 19, is the 'Default audio recording device' set appropriately for your computer's setup?

2/ In Windows 10's Settings/System/Sound window, is the 'Choose your input device' set for your microphone whether that be an internal mic, usb mic, or a mic via an audio interface?

Sometimes, a greyed out icon occurs because the program doesn't identify an appropriate input/output device.

The 'Fixing (C)' sounds more like that Windows has found a possible problem with the C drive and is doing a scan to locate any errors/problems with the drive. It would therefore be a very good idea to make sure that all your documents, media and .veg files, etc, etc, etc are backed up on to another drive - just in case
