Problems with DV output in slowmo

I have rendered numerous projects in Videofactory 1, VF2 and now in VV3a with slow motion segments. The problem I always run into is a stuttering or blurring effect during slow motion segments when the camera is in motion a bit (usually not too much but just following the subject). What settings can I adjust to improve the output. The video is captured in the standard NTSC format, lower field first.

Second, when outputting to tape today running at 90% speed on some segments of video, the video seemed to cycle about every 3 seconds with short burst of stuttered looking video, then back to normal during all the segments that were at 90% speed. Looked very odd. The WMV file I made (at 3 mbps) was entirely fine. Seems to be isolated to DV output to tape only. Any help would be appreciated.

My grain of salt.
Avoid slowmo of scenes that you took with horizontal pan of a scene containing vertical lines (or the opposite).
Whenever you have lines moving transversally across the scene you will have stutter because of the interpolation.

You may want to check out Motion Perfect at http://www.dynapel.com/private/mp_overview.htm -- this is for interpolating frames from already rendered footage.

I had this trouble with VV3 also. Not many scenes, but one or two and none of the usual deinterlace/resample/best quality stuff worked. I didn't have the choice of not using those scenes as they were integral.

I've never had good luck with MotionPerfect, but after a day or two of fooling with it I just used Premiere6 which handles it all very easily without jumping through any hoops. Clearly something wrong.
