I assume that you source files (ie, in dvda) play fine?

Di you get this delay on pc, hardware dvd players, etc?

What is the source material for your DVD? Is it an MPEG-2 file and AC-3 file created in Vegas? Or, is it material from an existing DVD, such as a VOB file? If you try to re-author existing DVD material, sync issues can be a problem.

When you go to the timeline for your video, are the audio and video tracks exactly the same length (well, within plus/minus one frame)? If not, how long is the video and how much longer (shorter) is the audio? Knowing that makes it a lot easier to guess whether you have a 30 vs. 29.97 problem, or 24 vs. 23.976 problem, or a host of other problems that can result in audio diverging from video over time.

Is the audio out of sync by the same amount at the start as at the end of the video?

The key thing, though, is telling us where the video and audio came from.

If you've converted something in an external program, it could be from that. Also, if by any chance you have the Xvid codec, get rid of it - DVDA doesn't like it.
