program locks when retrieving files

after saving projects i cant bring them back up it will go to say 54% and the computer locks up. any ideas anyone? the project i am trying to bring up has 1 picture in it and some text with some keyframing just getting started but cant retrieve

If the whole PC gets locked up, then you have a very unhealthy Windows installation.
