If I have a 1920x1080 23.976fps file in the timeline but I want to render it at 1280x720 23.976, should I be changing my project properties to match my render properties (or doesn't it matter)?

Your project properties only define how Vegas handles video during editing. It is usually best to set project properties to match your souce so that Vegas can display your work without unnecessary conversions.

The one exception is the Deinterlace Method. You must set this to match your source if you are changing frame size. For interlaced source, choose Interpolate; for progressive choose None. Setting the Deinterlace Method to Blend or Interpolate causes Vegas to change frame size a field at a time rather than a frame at a time. 23.976 is presumably progressive, so set the Deinterlace Method to None.
