I believe project deinterlace settings can affect the render. Other than that, i'm pretty sure there's no affect.

Now, if your render template doesn't match the frame aspect ratio of the project then Vegas will default to reducing the project frame within the render frame. This isn't so much project settings affecting the render as it is what happens any time the media aspect doesn't match the output aspect.

I just did a test with a generated media and a high-res still: project @ 320x240. Generated media doesn't get any higher quality if I up the render resolution but the still does. AR for the render must match the project or things will have black bars or stretch.
