PAL in digital form is regarded as an upper field first format when in its native interlaced presentation. This is an analogue standards consideration that tends to transfer into the digital representation.
PAL DV25 is lower field first. It doesn't make it inferior, cheaper or tune the engine in Vegas to work any more efficiently with DV.
Your DV camera will adjust for the upper to lower thing all by itself.
If you went to an analogue capture card (D1 uncompressed) - you'd expect a PAL device to concur with upper field first. All other things (driver, codec, properties on clip) equal.
Both templates show 44k1 audio in 4.0e. So don't always believe what you read in an NLE template!
