Font Color: Double click the text, then select the "style" tab in the left hand pane.
Background Color: I'm not sure there's a way to change the background color from transparent -- other than the workspace, which is set by clicking in an unused area of the workspace and setting the color in the "Preview" tab. Of course, just adding another track with a Media Generator / Solid Color clip right below the Protype Title would work.

I don't think there is a way to get a white background in the titler. . . unless there is a setting that is not readily accessible. . . I was able to change the background to white in the preview, but nothing changed on the actual video. I guess it is adjustable to make it easier to see the text, but not really make any changes in the video.
I placed a generated media solid color of white under the titler and white (or any other color) is available. The opacity may also be adjusted to show any video or still (if any) under it. . .
You can have a background colour in a text box, so what i did was creat a text box. delete the orginal text and use the space bar to add blank spaces to fit the box (approx) then I stretched the box to fit the screen. Then I used the Background (style) to pick my colour.
I then pressed the + to add a text box on top of the orginal one.
Or just take out the ALPHA Channel from its Media Properties - Black (no Alpha) Background. Wanna reverse of that? Slap on an Invert Fx. Now I can get all shades of Black to White text inverting WITH the BG! And the thing here is that I can add multiple Text boxes and they ALL will appear against the Media setup for NO ALPHA. However if I should overlap using Cheems approach I could end up with the white fill obliterating another text element - not so good . . . .
The thing with PTT it just does what it says it will. It messes with TYPE, not backgrounds or the like - just Type. Yes you can do fills and so on but it is really only concerned with Type.
Now, if I was being really strict I'd say you should REALLY be putting solid WHITE on track 2 and making the text BLACK.

Good point, but not so sure that analogy holds up... The legacy titler with Vegas is called "Text" and it does backgrounds.

Yeah I kinda figured this out on my own later. It looks like the "background" settings in PTT aren't really settings that translate to the media event on the timeline - they're for viewing purposes in PTT only.
