Proxies Only Using 30% of CPU

I noticed when generating proxys for my 4k gopro footage it only uses about 30% of my cpu. Is there anyway to utilize 100% for faster generation?

No, there are no settings for proxy creation with the native VEGAS tool.

You can use two or three instances of Vegas to create proxies.
