Anyone have favorite sources for public domain music, free sound effects, that they like? I'm looking for some music to lay down under a video so I won't be tempted to pirate something.

You need to make an acknowledgement of the source in the credits of your video otherwise free for private use. There are fees applicable if you are producing a video for commercial application.
Here are a few links. As always, check the details of each and every site. Most allow free use but require a credit to the musician. Some even allow commercial use.

Audionautix (Jason Shaw): Wide variety, including uptempo rock, acoustic, filmscore, ambient, etc. Bottom of home page shows "Creative Commons Attribution", meaning you can use the music if you give him credit. Email link to Jason is on the "Hot Linx" page. http://www.audionautix.com/
MusOpen: Mostly classical, orchestral, or piano music, public domain. Download it and use it as you please. Some of the orchestral pieces are not the greatest quality, but some (especially the US military bands) are indeed high quality. The solo piano pieces are generally good. Has anyone used "copy protected" music and obtained permission to use it. I am willing to pay for use, but I've been trying to find information and can't find it. If any of you has done this, please let me know how to go about it.
AFAIK there are no set rates for using copyright music, it's by negotiation with the owners of the recorded work. If the music is available for sale via CD or similar, you have to contact the record company who alerts the publisher then maybe the owners.
All the enquiries I know of have come to nothing, usually the price is set to high and negotiations become too difficult over time. High profile groups get enquiries every day.
