Letter boxing is when you put BLACK at the top and bottom to simulate a 16 x 9 screen, or just block out the top and bottom of the picture.

Any idea about the flickering blur problem? It's localized maybe 1/8th of the screen. Doesn't appear at all in the preview.

Make sure you do not have a video FX enabled on the clip. This could be in two places, either on the main track or on the clip itself. If there is one enable, the little fx icon below the Pan/crop icon will be green. You have to look at the end of the clip on the timeline to see this.

Well, I have tried it both ways.. for example with more contrats to see if it reduces the effect.. no change.Sigh

No source filters.. video captured on an XL1 shot into the computer with firewire I have applied contrast and opacity filters within vegas to try and minimize the blur but with no affect. It only occurs on about 1/10 of the screen localized around a persons face.. of all places. The video not the best but the blur is clearly not there when viewing the raw footage.

Ok, DV source material isn't the problem...what format were you rendering to?

Please post a few more details on what you're doing. If you're rendering as an MPEG2, I ran into the same problem while using VBR. I solved it by using CBR, changed the DC to 10, and checked the "Write sequence display extension". See this thread: http://www.sonicfoundry.com/forums/ShowMessage.asp?ForumID=4&MessageID=112539
