QT 5min 30M which settings?

Academic conferences insist on QT .mov files for video submissions for online submissions.
Two constraints: not longer than 5 minutes, not bigger than 30 meg
I can get decent results with .wmv but I have not found a codec/setting that looks as good using QT with Vegas.
The content is locked down shots of hand held devices mostly, not much motion but a lot of texture.
Reviewers will watch theses videos on laptops and desktop computers. No streaming is involved.
I have been using QT's MPEG-4 codec but I am having trouble getting results smaller than 70 meg with a 4 minute video.
Ideally I would like to stay at 720x480 30 hz.
Would QT pro help?

Vegas' default keyframe settings for QT are goofy. The result of using these default settings is a huge file with mediocre quality.

Set keyframes to 250 or so, that should do the trick for you.

There is a program called Sorenson Squeeze that will deliver the MOV file size and quality that you're looking for.

I have had Squeeze since a long time also, but the difference between the default Vegas QT setting and what I suggested is far far greater than between my suggested setting and Sorenson's different software.

I am just suggesting he should try first with just modifying the keyframe setting, it may save him the $449 for Squeeze.
