I have a bunch of clips (2 hrs. worth) on a timeline and I want to show a timecode window burn from beginning to end. When I go to the timecode effect, it only does it for a specific event. How do I do it for all events.

Just drop the Timecode filter on the preview window instead of the clip and it will show timecode from beginning to end. (You can drop any filter you'd like on the preview window and it will apply it as a "global" effect to the entire project.)
1) Add one (or more) to an individual clip on the timeline and the filter will only apply to that clip,
2) Add a filter to the track so that the filter affects all the clips on that track.
3) Right click on any clip in the Media Pool and add a filter (via Media FX) and the filter gets applied to any subclip taken from that clip in the Media Pool
4) Add a filter to the preview window so the entire project gets the effect
I must not be doing something right. I open the fx package whilc the timeline is up and click on the timecode program , hold down the mouse and when I take it off the screen, there is the "NO WAY" sign--circle with a slanting line through it. What am I doing wrong?

It will have the "No Way" symbol until you place it over the clip or the preview window. Then it will turn into a "Way!" symbol (an arrow with a plus sign) and all you need to do is release the mouse button.
