"Raindrops" is almost exactly what you're describing. If you want one that's just a single set of ripples radiating outward i could churn one out for you tonight pretty easily.

I was hoping for a true VideoFX timeline filter/plugin, which would let me experiment with different settings, animateable keyframes, etc. I have a couple shots where I'd like to use this effect, but I'll need a considerable amount of control to "tweak" them all into just the right effect.

check out pixelan spicemaster filter called "fllow texture"
This allows actual flow to be controlled and tweaked

also there is a preset transtition for this.
Again easily tweaked through the standard Pixelan interface

Spicemaster is great in the sense where ur not restricted to any given shape, u can create ur own gradient and use that as a basis for the ripple

I downloaded the Pixelan demo and took a look at this filter. It was only in the PRO version, but you're right: the "tweakability" of the effect was almost endless. I was having problems finding all the variables to get the effect I was looking for. However, I'm sure with some more effort I'd get it to work.

But lo and behold.... on an impluse, I dug around in the dark corners of my closet and pulled out an old dusty box containing Adobe After Effects 5.0 Production Bundle. It's been YEARS since I've done anything in After Effects. I totally forgot I even had a copy. Vegas is a great compositor, so when I made the switch years ago, I never looked back. But it turns out AE 5.0 PB has the "Ripple Effect" plugin included. Just what I was looking for.

I just hope AE 5.0 runs on Windows XP....

easy.. on the completion tab, start off with 0 for ur first KF, then 100 on the last) if u want teh ripple to continue through the end of the clip (ie continuous) set it to 50 or something..

That part was easy. I was trying to control some finer aspects of the phase of the waves, trying to make it look more like a trampoline than a ripple in a pond. This was more difficult, although it seemed there were enough "knobs" that there most likeway was a way to achieve what I was looking for. But I only spent a couple minutes with it, before I remembered I had an ancient copy of AE somewhere in the closet.

Perhaps not for this project you're on, but if you want to delve into detailed waves generation and at no cost, try Squirtz Water Reflections.

No, it's NOT a plugin but very customizable/tweakable in terms of waves type, direction, amplitude, etc. The site's examples are poor compared to what it can do -- and shows no radials, so I strongly suggest you inStall it and dive into the controls.

Takes a bit to get used to it, but it's very versatile -- and hey, it's free :). It can output to Flash, AVI, PNG, JPG, BMP.
