This is the job of a compressor right?

You reduce the volume of the loudest voices so that the dynamic range between loudest and quietest is reasonable. Then bring up the volume of everything to normal levels. This can normally be done in the compressor at the same time. I only know the basics. If someone doesn't answer with specifics just google your basic question, and you should be able to apply their answers to the vegas audio compressor

Now we're getting somewhere. I was able to use it to reduce higher volume, but now is there a way to raise volume across the board? I tried using a volume that didn't work. Raising the track volume works, as does stacking copies of the audio under each other. I think even with just this it's good but I'll try to learn more about it. Thank you.

The Levelator (freeware) is good for non-audio folks.. It is a totally automatic stand alone app and does not have confusing audio terminology and adjustments. Just import PCM file, and Levelator renders a new file with volume adjustments. It is not a substitute for having a professional do it though.
