The topic is covered well in Vegas' online help under preview. To boil it down the more RAM you set aside for drnamic preview the longer the section of timeline you can preview. I don't use this feature much myself. It is mainly used to play back a short portion of the timeline in realtime, when the preview quality on your external monitor isn't good enough. Increasing the RAM amount will allow you to preview more at the expense of taking RAM away from other things.
