The rate slider ONLY affects preview; it has no effect on rendering.

In order to slow down the finished version you can hold the control key down and stretch the song out longer on the timeline. This will preserve the pitch by timestretching, which sounds pretty good for small changes up to 5 or 10%. If you'd prefer to have the pitch drop instead like it would by slowing down a tape recorder, right-mouse-button click on the clip, choose properties, check "Pitch change, lock to stretch"
