The rate slider ONLY affects previewing. It has no effect on the overall project or rendering. A very simple way to accomplish this is to hold the Ctrl key down and stretch the clip out longer with the mouse. The more you stretch it, the slower it will play. You can also squeeze it to make it go faster.

would I just have to play with it or is there a way to know how much to stretch it? I can't believe there is not a better way to do this.

right click on it and look in properties and you can set an exact amount

Yes it will. However, if you use the properties setting to slow it down, it won't automatically adjust the end of the clip so it will cut off early. You'll have to manually pull the end of the clip out to include the entire time.

If you have a lot of clips you'd like to change speed on, you can do this in Ultimate S as well. Select the clips you'd like to shift playback rate, open Ultimate S, and select the Visual Effects tab, and set the playback rate as you'd like it to be. It will change the speed of all selected events, or you can have it affect all tracks, selected tracks, or all events.

Don't forget the velocity envelopes. Select event, insert velocity envelope, double click on the line that appears running through the clip and a little block will appear, drag it down to slow mo, move it up to speed up. Go to where you want it to resume normal play back and set another block and move it up to 0. You will have to put 2 blocks on the line next to each other to keep it from gradually changing speed. That way when you grab the block to move it, the main line (normal playback rate) stays in place. However, as Chienworks said, you'll have to adjust the length of the clip to make sure you get everything you want in the event. Hope this helps.
