You can encode to mpg 2 and then have DVDA to code to vob files. My understanding is that VOB files were used as encryption to prevent copying DVDs. For example it would be like saying you want to save a word document straight to an encrypted file forgoing the word document itself. Encryption has nothing to do with Word and Encryption has nothing to do with rendered file formats. It is encryption- a horse of a different color so to speak.
