2. The skill of the editor will almost always be more important than the quality of the media (A good editor will be able to compensate for poor video quality but a poorly edited video will suck even if the quality of the media is great)
3. Yes, Vegas can export to quicktime

Let's be balanced, here. If you want a great final product then all steps must be of the highest quality. Shoot footage with distribution in mind...you'd shoot for streaming differently than you would for 16:9. Sound for streaming will have different parameters than surround sound...Lighting must provide the right amount of contrast...the amount of movement in streaming video will be less than widescreen.
