Did you download the manual off this site? It's really useful, and it will make using the program much less frustrating.
But, to answer your question, after you've inserted the track, right-clic on the waveform and select properties. Then under properties, you have "audio event" showing, clic on the "time stretch/pith shift" to get the effect you want.
