Thank you for writing back. I apologize for the delay in response. You would be able to have version 9.0b of 32-bit Vegas and 9.0c of 64-bit Vegas installed at the same time (or vice-versa) , but you could not have 2 different builds of both the 32-bit version or 2 different builds of the 64-bit version installed simultaneously.
I found some very interesting things while experimenting. I rolled back to 9.0b, and tried to add the 24 copies of the same clip I had ready. I was only able to add 20 of the 24 before I got a warning that the system was low on memory. Then, with scrolling and resizing the track, red frames started to pop up everywhere and were reflected in the preview window. I then updated to 9.0c and the problem was gone; I was able to add al 24 copies without the red frames or any error messages. So, it's looking like the problem you're having has been fixed by the 9.0c update, which also introduced a regression in the form of the other bug you're trying to avoid.
Looking at the thread that you referenced in incident 100111-000002, I see that a suggested workaround in 9.0c was to render still images into uncompressed AVI files and then swap those on the timeline. If this is a possibility for you, you could open a new Vegas Pro project, add all your still images to the timeline, double-click each one and press R to make a region, and then use Tools--Scripting--Batch Converter to render out AVI files for the JPGs. Then you could go to Project Media, right-click each .JPG and select replace to put the new AVI files in place of the JPG images.
So the bottom line until a fix comes out is to:
1. work between two versions or
2. if you only want to use 9C render all JPGs and PNGs to AVI.
