Well i am not sure now. Sorry.
Just looked closer and the plugin does not exist in the usual OFX folder and the style of animate keyframe tools looks very much like old style DirectX, not OFX. So please disregard my first comment it may not be correct.

yep, just found the DLL for it named "LooksDX_x64.dll"
and its located in " Program Files / Magic Bullet Looks Vegas"

quite supprising to me, have to admit, i thought this would have been a OFX plugin.

Also when you copy paste events with OFX filters from one instance of Vegas 64 bit to another instance of Vegas 64 bit, the second Vegas session will crash which is a known bug but unfixed yet.

If you do the same with MBL 2 fliters, it doesn't crash, so in a way, I am happy they aren't OFX filters until Sony fixes this problem, hopefully in Vegas 11.
