From the online help:

"These controls are not available for menu pages. You can define the behavior of the Menu button for media files, picture compilations and music compilations."

So, if you want to change what the menu button does for a movie in your project, navigate into the movie, expand the options and make any needed changes - simply clicking on the link to the movie isn't sufficient, you must navigate into the movie.
