Results with Capcut(free) Auto Cutout , and Vegas(VP21) Smart Mask. Note: Capcut gives a not perfect but possibly usable result but it is only 1 frame, may not do too well with a video of many frames scene due to low contrast between the coat and the black background

@JHendrix Here I used Chromakey for black. Hopefully you have a higher resolution version of the image. Any pixel that was RGB 0,0,0 was made transparent.
