render Interlace video for TV viewing.????? resized video clips are Interlace on TV why ??

Ok I used VirtualDub to capture my moive and I used VirtualDub to cut out 5 20sec. clips to edit as menus in my DVD. In VegasVideo I just resized my 20sec clips into 5 little squares and then render it as avi and mpg. After burning and test it on my TV. My menus are Interlaced why is that???? I think the rendered avi and mpg are Progressive....because my rendered menus looks fine on my monitors but Interlace on my TV. I tried all of the setting when I render in VegasVideos but it's still Interlace on my TV!!!!! Please help me..I've been working on this problem for so long and I can't solve it. I am even change from VegasVideos to Boris Red, Adobe. I don't want to because I really like VegasVideos but if i have to then I have to..... Pleas help me...

P.S. I already tried this suggestion that, in the properties of the video clip and check the resample and interlace filter/flicker. But it doesn't work I still see a little bit of Interlace my TV especially when moving. So what do I do now ?? please help. The size that I want is 256x179. But does the size really matters though ?? Ohh and I am using the mpeg 2 DVD NTSC template and everyting else as default.

Normal TV sets are interlaced, regardless of what signal you give them.
HDTV sets and virtually all computer monitors are noninterlaced.

I just went through something like this this weekend, shrinking video into smaller squares. I noticed that the shrunk video was "interlaced" and ugly.

The solution I found was to check the Reduce interlace flicker box on the event properties.
