render settings

I am new to Vegas. I have version 3.0 I have imported a mpeg video that is 2.5g into a new project, the video is 720x480 29.970 fps with audio at 44,100hz. I want to down sample (if that is the term) to 320x240 at 14.? fps (half ntsc) and change the audio to 22,000 fps, and then render it to a mpeg1 format. Why do the settings in the render box show 29,970 fps at 44,100hz? Does this mean I cannot lower these settings to what I want? Thanks in advance!

When you change the template for rendering and press OK the you should see under the preview window the project setting and rendering setting.
You can change to enything you want to.
