This will explain your issue, most likely

Ok then, how do we set levels with the auto ptt tome that Vegas uses? They (TV stations set their meters to my tone at the beginning of the tape and mave to reset them when the spot starts. Do I pull down the audio -6 db before printing to tape? This hasn't seemed to be an issue before. The levels look great in Vegas.

For them to set their meters they have to know what level your tone is at. I've seen tone at -12dBFS, -20dBFS etc. Label the tape!

Sorry to be lost here, but how do I know what level Vegas is sending and how do I match my commercial levels. Once again, sorry I do not get it.

It's easy enough to find out what level Vegas sets tone at, capture a tape back and read the levels of the meters in Vegas. From memory I'm pretty certain it's -12dBFS.
Once they know that they should set their systems to read the same thing. Your program can be at any level you like so long as it doesn't exceed 0dBFS, in other words normalised. As to how loud it'll sound, well that depends on what you've done with the audio, the peaks in some heavy metal can be the same as in uncompressed speech yet the music is going to sound way louder.
