Do you mean in Windows Media format? WMV? If that's your reference, then indeed, you can drop that in Vegas, unless it's got DRM, and then render that to MPEG. Quality will be dependent on the bitrate of the originating wmv file.

No problem. One nice feature of Vegas is you can drop a mixed bag of file formats on the same timeline or across multiple tracks and Vegas will be happy to convert them to you selected project setting once you render. For a DVD use MPEG-2. For a CD use MPEG-1.
