Good vs. Best is how much time and effort Vegas puts in to resizing images as accurately as possible. If you're not changing the size of the image then this setting makes no difference at all.

Note that even if you do change sizes, Good is still pretty darned good. Best makes it a little better, but maybe not a whole lot. Best can also add a ton of time to the render.
