Rendering 640 x 480 MPEG1

My video capture hardware (Matrox RT2500) captures video at a set resolution of 720 x 480. For my current project I need to encode a 720 x 480 DV capture to an MPEG1 640 x 480 resolution. In Vegas 4.0 is the correct sequence of steps to go to Properties/Templates and chose NTSC Square Pixel (640x480, 29.970 fps) then chose Render As “MainConcept MPEG-1”? Since my rendered video will be played back from CD-ROM what would be a good bitrate and will mono audio be universally playable?

You'll have to test your cd playback to be sure, but I've played back 640x480 mpeg 1 and 2's at 5Mbs from a cd-rom ok. I used a hardware decoder though. I can play a DivX AVI at 3Mbs 640x480 from my 24x cd reader, so try 3 mbps. Oh, I used stereo playback and mono playback, and the only thing you will need to worry about with mono is what is being played on: some systems will convert mono to left channel only, some will play in duel mono mode. I'd reccomend rendering to duel mono.

Oh, how does the Matrox RT2500 work in Vegas? We have one at work and I can't stand using it in premiere. I get very annoyed when I make a small change or need to add an overlay and must re-render to view on the monitor! real time? bah!

Thanks for your response. I guess I'll just have to laboriously test until I find the "sweet spot". I was hoping that such settings had already been established and that they were just common knowledge that someone would just pass along to me.

Regarding the TR2500 and Vegas. From everything I can see the two are unawre of each other. I have to use Premiere to capture and Vegas to edit and render. Its a tough way to go. I have never actually figured out exactly what is "real time" about the RT2500/Premiere combination.
