Rendering as mpeg2

Vegas 4.0 is not giving me the option to render my current project as mpeg2. Any ideas why this is? I have rendered other projects in 4.0 as mpeg2.

are you registered for the mpeg plugin?
what message are you getting when you rendered as mpeg-2?
