Rendering *.avi PAL DV problem

When I try to render a video in Vegas 3.0 (last update) the *.avi (and even RealMedia) files which are created have a problem. The audio and video are out of sync. Audio is about half or even a second out of sync.

I really love the way this software works but I can't use it when the output files are no good!

My PC:
AMD XP1800+ MSIK7T266Pro2RU
2x IBM 40 Gb 7200Rpm in Raid 1 (total 80 Gb)
Matrox Millennium G400 DualHead
Digidesign Digi 001 Soundcard
Windows 98SE

Source material is from a JVC DVL-100 DV cam. Captured with a normal Firewire card. In preview screen everything looks normal, no problems. When rendered there is the A/V sync failure.

Is it due to the fact that I use Win98SE? I can upgrade to Windows XP (there is finally a ProTools LE version for XP), so is that a solution?
