There is really only one option for DVD, that is MPEG2 widescreen at 720 x 480.

There is a template for a DVD Architect compatible MPEG2 file.

But the scaling from Vegas will not be the best option - especially as interlacing is involved. I don't know if the new smart scaling plugin does a better job - it didn't work for me.

You should try and set the project properties to double NTSC, progressive and de-interlace method to interpolate, leave resample on for each event. This will first interpolate the frames, make a progressive double NTSC which easier scaled to SD interlaced.
