rendering final output avi

I need to have avi files at 160x120, 15fps Intel Indeo 5.1, 11k, 8bit mono no compression.
I've edited the templates but still can't get the type and quality output I get when I use Premiere....?

The audio is fine, just the video is blurry...

Render quality set to Best.
Files/Properties should have field order set to progressive
Play with two de-interlace settings under the advanced tab.
Sharpen filter on clip, track or output fx buss.

Thanks, Craig. It's still a bit blurry compared to how I used to render with Premiere? It's close but there is a difference....I could publish two comparitive samples if you want to look.
