rendering for 1920x1080 60-i slideshow question

If I want to include as many 1920x1080 i slide show as I can fit on a blue ray disc, should I render each slide show at 8Mbps using either the .m2v or .avc template? Is the quality much lower than at the max 25Mbps considering that they are still pictures(but I do plan to do pan and zoom on those slide show).

Bitrate x Time = File Size.
Lower bitrate = lower quality.
That's all there is to it.
Any motion requires higher bitrate to hold up.

Thank you, 2 hour and 15 minutes at 25Mbps is plenty anyway.
