just put the bars and tone on the timeline, generated media has bars, and if you have sound forge generate tone, or I'm sure you can download test tones

The bars aren't meant to be just a placeholder, "for display only."

For the bars to have any meaning, you need to check them on a calibrated monitor (the one you used to color correct your footage).

The tone, well, just search this forum for "bars and tone" as this has been covered before.

At what level do they want the tone?

Ask to make sure it is dBFS (decibel Full Scale)
-20 dBFS is common.

Don't they want a slate with your company name, program title, length,
and other info?

Unfortunately the confusion by the broadcaster not publishing details
can lead to more costs and delays. Been there...done that.
