Can't be done, sorry. You could crop the image, but the DV frame size is fixed (720x480 for NTSC, 720x576 for PAL)

I think you can do that with a program called Virtual Dub. There's a resize filter included in it.

You can resize in Vegas of course, but if you render to something that is outside of DV specs, you will not be able to print back to DV over OHCI 1394 (this is tru for Virtual dub or anything else).

If all you want to do is letterbox the source material and print back to DV, you could overlay two black bars on the top video track, and render to the DV template.

Too bad there isn't a way to simply crop the video in the Track screen like you can in individual even Pan/Crop. That way you could letterbox an entire track really easily. You can change the size in the Track Motion screen, but it resizes the event rather than cropping it (AFAICT).
