If the laptop that will be used to playback is slow, you should not export in HD. Export at 640x360 resolution, 25 fps (export to 29.97 fps if the file is going to be played back via an NTSC projector, but make sure you "disable resample" in all clips in the timeline before you export 30 fps). Use 2 mbps bitrate.
If the file is being played on a laptop then the frame rate makes no difference at all. There's no need to change the frame rate. Render at the native 25fps regardless of the file going to the USA. The computer and whatever display device are attached can handle 25fps or 24 or 30 or 17.213 just as well as 29.97. Also, sticking with 25fps means that a slower computer can keep up with the playback better than it could playing a 29.97fps file.
The frame rate would only matter if you were making a DVD to play in an NTSC DVD player. In that case, the speed of the computer is obviously not a factor.
