I don't remember ever being able to specify render settings with CBR/VBR from within DVDA. However, in DVDA2, you can go to the optimize DVD setting (File/Optimize DVD). You can set the video bit rate there, but it seems it's only CBR.

Babyboy is right, you deal with VBR/CBR in Vegas when you click "File/Render As..." then hit "Custom" and its under the "Video" tab.
