Rendering to Quicktime Problem Nr. 2

I have just mastered my first TV-Commercial done on Vegas. According to the techn. specifications I had to render a uncompressed Quicktime file (PAL).
When I checked all the videolevels, the Vegas videoscopes showed a perfect result.

But after delivering my Quicktime I got a call from the operator of the channel, that my videolevels are NOT correct. They are slightly lower than they should be:

The difference is not big but it is definitely there.
To test this I re-imported the uncompressed Quicktime Master files back to Vegas and checked all the levels: the vegas videoscope show perfect levels – identical with the timeline!
So what is right and what is wrong? How precise are the videoscopes in Vegas?
I have done several TV-Commercials for other Post-Pro Houses on Avid MC and Final Cut – Mostly mastered on good old Tape. And I never had any complains on the video levels…
I can not understand what is happening here when I have to use a File-Based delivery and suddenly get complains about my video levels...
Any experience from others?
