Yes

Are frames simply dropped when condensing time?

No if you you change playback rate, yes if you change undersample rate (VV3 only)

So this happens automatically when adjusting the playback rate to anything over 1.0? I'm currently playing a clip at 1.049, and it's still a little awkward. It doesn't jump as though it's lost a frame, but it does stutter every second or so. I have the resample switch on, but that shouldn't make any difference -- that's only good for slow motion, right?

Anyway, if there's anyway to further smooth out the motion, I'd appreciate the pointers. I'm trying to re-sync captured real-time demos that were slowed down from 70 to 60hz back up with their music. Proving difficult.

You're right -- the resample switch does seem to have an effect, despite the help file saying it only works when an event's frame rate is lower than the project’s frame rate. Without resample, it seems to simply drop frames. With resample, it makes it stutter a bit. It's very subtle, but I'm dealing with mathematical images and movement that bring out the defects of the velocity change.

Is there an option I'm missing in Vegas to produce smoother fast-motion, anything short of blurring the whole screen? Is there another utility you might recommend? Suggestions?

I'm opperate in a DV PAL environment and have had the same problems. I wrote to sonicfoundry and they sent me an extensive reply, i implemented their suggestions in various combinations and still have a disappointing although improved result. Sonicfoundrys final thought was that progressive scan equipment is the way to go here. good luck and let us know if you find a work around.
