Resizing/Resampling Stills

I noticed when resizing/resampling large still jpegs from lets say 20 or 5 megs to 560k that text spidering becomes dominant. Also noticed this on many broadcast tv programs. Anyone figure out why this is so prevalent? I see this on a lot of commercials but not all.

It may depend on the final size of the text but try to resize it using graphics software such as Photoshop, then putting it in your video rathen than letting your video sofware (Vegas) do the resizing.
