If you're peaks are flat due to clipping during recording or other processing, I don't think there's anything that can restore that lost sound.

Sonic Foundry has a Noise Reduction Plug-in for sale at their site that performs this function. (As well as getting rid of Pop & Crackle, motor hum, etc)

Steinberg Declicker in some time make it but only a bit,

The SoFo Noise Reduction Pak has a clip restoration plug-in. It can assist the sound, but the bottom line is, it can help smooth it out, but it can not put back what isn't there. When you clip during recording the information is lost. The peak restoration plug-in does help smooth it out though so that it is not as ugly.
