Are you seeing this in the burnt DVD on a normal TV?
Also precisely which mpeg-2 template are you using for the encoding?

I'm using the DVD NTSC template. Its the same whether on TV or Monitor. Here's the link to the sample:

That's just typical interlace artifacts. By design in an interlace system they should be there. You shouldn't be seeing them on a normal TV though.

You can avoid this by using a progressive scan template however if any of your footage is from a typical handycam then it'll need to be de-interlaced.
