You the Pan/Crop Motion tool. It looks like a crop symbol on your track header.

In fact, if you place the video on your timeline, you can apply this to your entire movie at once. Once you open it in the option panel, you'll be able to make it larger, smaller, rotate it, whatever.

One warning though. Rotating a video isn't like rotating a photo. Once you've done this, the program will need to re-render your entire movie pretty much from scratch -- so it will likely take a while for your video to output.
