Rotating JPEG & Zoom-In produces blur and Star Fx?

I've got a JPEG Still.

I want to zoom-in and rotate. Done this a zillions times B4. Now I get a "blur" and what can only be described as a soft focus multi-star Fx on the highlights? Weird.

This still is dissolved into another still with a Zoom-out and rotate, no problems here. And yes, I've checked for Fxs on the Still. Only one is Colour Correcting which I've tested enabled and disabled and there is NOT difference

Never seen this B4.

jpegs frustration using 9a
Show-stopper in 9.0a; must roll back to 7.0e

Need 9.0a bug confirmation on text graphics

So within that thread is this Star effect and blur? It is really horrid . . . . And when I say I hadn't seen "it", I didn't mean the thread? I hadn't seen it happen to me, till this morning, on the Timeline, when I reopened the same project, which WAS clear of this.

What is weird is that on reversing OUT this does NOT happen!

Also I had previously completed a MPEG of this project and have NOT got it on that. I would've been bleating about here!

Grazie, that's what's so frustrating.
Some of us can repro some bugs and not others.
Some of us can't repro any of them.
Go figure :-(

The reason why some don't see the rotation bug is that they have not tried all the multiples of 45 degrees. I noticed that some files will "blow up" at positive 45, others at negative 45, while still others at some other multiple like 135 degrees, etc. I have managed to see the problem with EVERY still image regardless of type (jpg, png, etc.), but at different angles.

Jay, if you're referring to the blurred image problem, the answer is yes.
